Project Status
The project is currently in the planning assessment phase, following completion of the Environmental Impact Statement (EIS) and formal lodgement of the Development Application. FRV has undertaken detailed environmental, social and economic assessments to support the EIS, along with ongoing consultation with the local community, Registered Aboriginal Parties (RAPs), Council and other key stakeholders
Project Timeline
The project is currently on public exhibition through the NSW Major Projects Portal, and will remain on exhibition from 2 October to 30 October 2026. During this period, community members, stakeholders and government agencies are invited to review the project documentation, including the Environmental Impact Statement (EIS), and provide feedback on the proposal.
We encourage the community to review the available information and contact us with any questions, comments or concerns. Our team will be more than happy to answer any queries and consider any feedback received as part of the assessment process

The Planning Assessment Process
Now that the EIS has been lodged, the project will progress through the NSW Government assessment process, which typically includes:
Public exhibition of the EIS – the community, stakeholders and government agencies have the opportunity to review the project and provide submissions.
Agency consultation – relevant authorities (such as Council, Transport for NSW and other government agencies) will review the proposal and provide advice.
Response to submissions (RTS) – FRV will respond to feedback received during the exhibition period and, if required, provide updated information or reports.
Final assessment by the Department of Planning, Housing and Infrastructure (DPHI) – the Department will consider the EIS, submissions and consultation outcomes.
Determination – a final decision will be made by the relevant decision-making authority on whether the project is approved and, if so, under what conditions.
The project is also being assessed under the Environment Protection and Biodiversity Conservation (EPBC) Act, through the bilateral assessment agreement between the NSW and Australian Governments. This means that the EIS prepared for the NSW approval process will also be used to inform the Commonwealth’s assessment, ensuring a coordinated approach across both jurisdictions.
FRV will continue to engage with the community and stakeholders throughout this process and will provide updates as the assessment progresses.
Further information on the project, including key documents and updates on the assessment process, can be accessed through the NSW Major Projects Portal.
